If this is the problem, all you need to do is reboot. A real pain, but it works. I've tried using IE, Edge, and Chrome, but none of them bring up the certificate prompt when visiting a site that requires a CAC (smartcard). Both laptops use Windows 10 64-bit. Chrome is 84.0.4147.105 (Official Build) (64-bit).
Try to delete the certs in the internet properties as well as clearing your SSL cache. Reinsert your CAC and try again.
Then right click smart cards. Permissions. Set everything to full access. And do the same for reader as well. Close everything. Unplug cac card. Open internet options, content, and clear ssl state. Restart pc and boom. At least it worked for me.
